What is Section 508 of the Rehabilitation Act?

Section 508 of the Rehabilitation Act of 1973 is a federal law that requires federal agencies to make electronic and information technology (EIT) accessible to people with disabilities. The law was updated in 2017 to reflect advancements in technology and is now known as the Section 508 Refresh.

Under the Section 508 Refresh, federal agencies are required to ensure that all electronic and information technology they develop, procure, maintain, or use is accessible to people with disabilities. This includes not only websites, but also software applications, electronic documents, and multimedia.

The Section 508 Refresh also established a set of technical standards for accessibility, which are organized into four categories:

  1. Perceivable: Information and user interface components must be presentable to users in ways they can perceive.

  2. Operable: User interface components and navigation must be operable.

  3. Understandable: Information and the operation of user interface must be understandable.

  4. Robust: Content must be robust enough that it can be interpreted reliably by a wide variety of user agents, including assistive technologies.
